Each owner will be randomly assigned one major league ball club as their own after their league payment has been received. As new owners join more teams will be randomly handed out until we are full.
The last remaining AL club and the last remaining NL club will be assigned to the AL commish and NL commish.
Trading of clubs is allowed prior to Dec 24th, 2015.
By Dec 31st, each owner must select 15 players from their mlb club to start their team with. Players can be from any professional level, but must be found among the extensive database of Fantrax.
NOTE: we yield to Fantrax as far as if any players are recently signed or traded. MLB FREE AGENTS will be eligible in our first draft. They are not eligible to be kept on their previous team.
Rosters will lock on January 1st to allow for predraft research.
The Minor League Draft will be a slow draft beginning on January 4, 2016 and run on Fantrax. By February 7th, if it looks like the draft won't finish by the 14th, we will take a 2 day break for pre-ranking and put a 1 hr max on the draft clock.
On February 15th, 2016 the Major League draft will begin in the Fantrax draft room. It will be a slow 12 hr draft.
After 10 rounds, the draft time will pause for 3 days to allow for more pre-ranking as the draft clock is reduced to 1 hr. (draft will pause daily from 12am ET -6am ET)

So the MLB rosters are not started from scratch? Someone with a team like the Dodgers or the Blue Jays will have a better roster than a guy with a team like the Rays or Phillies?

Thanks for the question. You're right, the rosters are not started from scratch but there should be enough settings in place for long-term competitive balance. For example, in the opening draft, the Phillies would have the 1st overall pick which would be Price as an example. They'd also have first pick in the minors draft. In this draft there would also be good people available as most teams would only select maybe 5 prospects. Then, in June when the amateur draft happens, this team would get whoever the Phillies selected first overall.
It may not be quite enough to balance them against the Blue Jays right away, but if not, then next year they'd get those same advantages. With just 10 major league keepers, having the early pick in every round and in each draft should be enough to keep competitive balance going.
I personally might prefer a lesser team to get those advantages. There is also early trading of teams allowed (prior to league starting) so that will be an opportunity there too. I know I'll take any team for an example. Sometimes it's a lot more fun to have a big challenge ahead.

And even more importantly, the player pool is locked at the beginning if each year so there will be a lot of talent in each year's draft.
